To create a response for a solicitation or opportunity, you must have registered to receive notifications for the particular opportunity. To do so, please follow the below steps:

  1. Log into FedConnect with your User ID and password.
  2. Click on the "All Auctions & Opportunities" tab.
  3. Using the search criteria drop down menu, select "Reference Number" as your criteria.
  4. Type in the opportunity reference number and click on search.
  5. Once the opportunity is displayed, click on the title to open the opportunity.
  6. If your organization is not already registered, click on the green “Register to Receive Notifications” button. You are now part of the Response Team.
  7. If the green button from Step 6 is not there, click the "Join" button in the lower right-hand corner of the screen. You are now part of the Response Team


From here, you should be able to see the Message Center in the middle of the screen. To submit a response, look to the right of the screen for the "Responses" section, and click on the "Create" button to begin the process to create a response.


If you have confirmed that you are a part of the Response Team but do not see the "Responses" section, confirm whether the opportunity is a Presolicitation, Sources Sought, or Special Notice. If the posting is any of these three types of opportunities,  the "Responses" section will not appear, and you will be required to respond to the opportunity via the Message Center in the middle of the page. 


If you are able to view the "Responses" section and have confirmed that you are a member of the Response Team, however you are unable to see the "Create" button, please confirm if you see a "Withdraw" link next to the "Copy" link in the Responses section. If you do, click on the "Withdraw" link, then click "Send". This will cause the "Create" button to display correctly. If you do not see a "Withdraw" link, but you see an "X" in the "Responses" section, follow the below steps to cause the "Create" button to appear:

  1. Click on the "X". This should cause the "Submit No Response" button to appear in the "Responses" section.
  2. Click on the "Submit No Response" button, then click "Submit Response".
  3. Click on the "Withdraw" link that appears, then click "Send". This will cause the "Create" button to display correctly.
