When a message is sent to an Agency from a Vendor or Recipient in FedConnect, it appears first in the "Outbox" folder in the Message Center, where it can be viewed by clicking on the "Outbox" button.
At this stage, the message is now pending retrieval from the Agency. Once the Agency successfully retrieves the message from FedConnect, the message will then appear in the "Sent" folder, which can be confirmed by the user by clicking on the "Sent" button to display all messages that have been retrieved by the Agency. This confirms that the message was successfully sent to and received by the Agency.
