Summary and Resolution
When award modifications were sent to FedConnect out of chronological order, and if the vendor changed somewhere in between those transactions taking place (if the award was novated, for example), access to the award was assigned to a previous vendor. This prevented the current vendor from accessing the award and its associated actions.
Example
After an award was transferred from Vendor A to Vendor B, an older modification that still cited Vendor A was sent to FedConnect to complete the award record. FedConnect incorrectly treated Vendor A as the current vendor and denied Vendor B access to the award.
This issue is resolved, and now when award modifications are sent to FedConnect out of chronological order, the successor vendor retains access to all records for the transferred award.
Prerequisites
- The agency's procurement software system that has an interface with FedConnect is configured in such a way that it does not require amendments or modifications to be posted to FedConnect if the base version is posted.
- Access to an award that was previously posted to FedConnect for Vendor A and that has modifications that were send for the same award after the award was transferred to Vendor B
- Two vendors (Vendor A and Vendor B) in FedConnect that both have access to the same award
Summary and Resolution
- Sign in to FedConnect as Vendor A.
- Search for the award (you should not be able to find it as it is no longer awarded to Vendor A).
- Sign in to FedConnect as Vendor B.
- Search for the award.
- Open the award.

You have full access to the award.
